"City police charged two men early Wednesday
with felony counts of soliciting sex ... Both men, who are city residents,
were charged with felonies under Virginia's sodomy statute, which makes
it illegal to engage in -- and by extention to solicit -- anal and oral
sex, according to city Commonwealth's Attorny Dave Chapman. A third man,
who police say sought intercourse, was charged with a misdemeanor count"

"According to Detective Garlin W. Mills,
about a dozen prostitutes on West Main Street, and on the corners of Fourth
Street and Fifth Street, solicit clients at all hours of the day -- some
as early as 7 a.m. -- walking out in the middle of the street and flagging
down cars. The prostitutes, who have also been seen in Fifeville, range
in age from 19 to 40, police said" (Maria Sanminiatelli, The Daily
Progress, May 7, 1998). "'We
have to stamp out this undesirable activity and we're not setting out to
embarrass these men
and women' by publicizing their names, said Chief of Police J. W. 'Buddy'
Rittenhouse. But, he added, 'the public has a right to know and I am not

"'We want people to know
there's a problem here and we're going to do our best to stop it,' Detective
Mills said. 'Prostitution is not the kind of urban development to be proud
